On : 12.0.6 version, Transaction Control

ACTUAL BEHAVIOR
---------------
Find that hold source based on Order Type or Line Type, can't be created.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to create a hold source based on Order Type or Line Type.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to the Order Organizer
2. Navigate Tools->Create Hold Source
3. Find the Hold Criteria doesn't have Order Type or Line Type in LOV.
