AME Approval List Could Not Be Generated

Symptoms
When attempting to see the approval notification, the following error occurs.

Approval List could not be generated. Please contact your System Administrator to review AME rules setup
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Requisition
2. Approve Requisition
3. Preparer gets Notification 'Purchase Requisition ... has been approved
4. Click on this link
5. Get error:
Approval List could not be generated. Please contact your System Administrator to review AME rules setup
