R12: Download Contract Terms From RFQ Gives Unexpected Error "oracle.apps.xdo.XDOException" (Doc ID 1334262.1)

When attempting to download a contract the following error occurs intermittently. Sometimes download works fine.  The error happens whenever there is a clause that includes a quote mark (") in the clause Title.

Steps to reproduce:
1. Go to Buyer Work Center copy an existing RFQ .
2. From Create RFQ: nnnnn: Define Contract Terms page
- select 'Download Contract' from Actions dropdown
- click Go
- get error page:
"You have encountered an unexpected error. Please contact the system administrator for assistance.
Click here for exception details"

Due to this issue, users cannot consistently download contracts which is required for editing and preview.
