Download Contract Terms From RFQ Gives Unexpected Error "oracle.apps.xdo.XDOException" (Doc ID 1334262.1)

Symptoms

When attempting to download a contract the following error occurs intermittently. Sometimes download works fine.  The error happens whenever there is a clause that includes a quote mark (") in the clause Title.

Error:
oracle.apps.fnd.framework.OAException: oracle.apps.xdo.XDOException

Steps to reproduce:
1. Go to Buyer Work Center copy an existing RFQ .
2. From Create RFQ Define Contract Terms page
- select 'Download Contract' from Actions dropdown
- click Go
- get error page:
"You have encountered an unexpected error. Please contact the system administrator for assistance.
Click here for exception details"
