Concurrent Processing R12 : Concurrent Managers Do Not Fail Over To Another Node When One Of The Rac Instances Goes Down

On Release 12.1.3 version, in an RAC Environment with a single Concurrent Tier Configuration :
- ACTUAL BEHAVIOR
- The Concurrent Manager connects to one of the RAC instances. However, when the database instance goes down, the concurrent manager goes down also.
- EXPECTED BEHAVIOR
- Expectation is for it to fail over to the other DB instance which is still alive
The described behaviour can be reproduced by shuting down 1 of 2 RAC Instances.
