Symptoms
In 5.5 we released orders from OB using an ORDER BASE SHIP UNIT RELEASE
INSTRUCTION Agent which fired on OBSU RELEASE INSTRUCTION - CREATED and ran
the action "OBSU RELEASE INSTRUCTION - RE-RELEASE". In v6.2 releasing orders
this way now produces order releases with a ship unit count of 0 instead of the count on the Release Instruction.
