Compensation Workbench Eligibility Profile Being Ignored (Doc ID 1337428.1)

Symptoms

Find that the eligibility profile is not being taken into account when running the 'Participation Process: Compensation Workbench' concurrent request.  Instead, all employees are found eligible although some should be excluded.

STEPS

The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to Processes and Reports > Submit Processes and Reports > Single Request.
3. Submit the Participation Process: Compensation Workbench for the current plan and period.
Process finds all employees as eligibility.  This is incorrect.
