Data Access Set does not allow Journal batch to be seen in the Journals Post form (Doc ID 1337509.1)

Goal

When a journal batch has two journals, one from two different ledgers, should the journal batch be post-able if the data access set being used only has read and write privileges for one of the ledgers?

Details:
Setup has 2 ledgers USD and Canadian Reporting.
Example, a journal batch has 2 journals - 1 for the USD ledger and 1 for the Canadian Reporting ledger.

When a data access set has both ledgers with read and write privileges the Batch (and both Journals) can be viewed in Journals enter and Journals post forms and it is post-able.
When a data access set is used with only one of the ledgers read and write privileges, the batch cannot be queried in the journals post form. And only the one journal associated with that ledger can be seen in the journals enter form.The batch is not post-able as the post button is greyed.
