Re-Punchout Not Working In iProcurement: 701 Misc Login Failures (Doc ID 1337611.1)

In iProcurement, an error occurs when a user attempts to re-punchout.

 Error Code: 701 Misc Login Failures
 Login failed : unable to get supplier login url from login response
Return Code: 500
Return Message: Unable Process PunchOutSetupRequest, internal error.

Steps to Reproduce
1- Navigate to iProcurement
2- Punchout to Supplier
3- Find and select an item
4- Return to iProcurement
5- Go to shopping cart
6- Click item description link
    - Receive Error Code: 701 Misc Login Failures
