Sales Order Line Closed Automatically With Shipped Quantity Zero

On : 12.1.3 version, Ship Confirm
This happens randomly , issue cannot be reproduced at will.
Current example is sales order number 76439 line number 1.85 to 1.89 and line number1.96.
sale order number 76439 -1.95 was done ship confirmed and line number 1.96 got closed with shipped quantity a zero, were as the actual quantity for shipping was 2700kg.
When ever we are doing ship confirm for the sales order for a single line, the other lines of the sales order which are with status 'Awaiting Shipping' are getting closed automatically by interface.
While doing ship confirm , it should ship only the line which is selected by the user , system should not ship confirm any other line on it's own.
The issue can be reproduced at will with the following steps:
1) Create a sales order with 5 lines
2) Book the order
3) Release the loading advice hold which will change the status of all the order line to Awaiting shipping
4) Run pick release and pick confirm for one single order line
5) Ship confirm single line
Noticed that remaining 4 sales order line status is closed with shipped quantity showing zero.
6) The status of 4 lines on Shipping Transaction Form is 'Cancelled'.
