E-Business Tax Issue: Cannot Disable Values For Intended Use Category Codes in iProcurement (Doc ID 1338072.1)

Symptoms

On : 12.1.2 version, Requisition Creation

Intended Use Categories are still present in the search results in iProcurement, after the categories were made inactive in Oracle Purchasing.
The Disabled Category codes are visible in Intended Use LOV
In addition, the 'Enabled' check box does not permit the user to uncheck the respective check box.

Steps to Reproduce:
Responsibility:  Oracle Purchasing
Navigation:  Categories
Enter an inactive date for any one of the categories.
Responsibility:  iProcurement
Create a requisition and checkout
Under the billing section, search for an 'Intended Use' value. The inactive values are returned in the search results.

BUSINESS IMPACT

Due to this issue, new users will need to be aware that the list of values includes a value that is marked 'DO NOT USE' in the description but is very similar to one of its replacement values.
It can easily be overlooked and chosen by mistake.

This value will be used by the tax software and the account generator logic. So choosing the incorrect value has downstream effects.
