Symptoms
On : 12.1.3 version, Service contract Renewals
When attempting to renew a contract manually, the following error occurs.

No JTF winning resource found for party - xxxxxxx , county - XX and State - XX

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (R) Service Contracts manager.
2. (N) Launchpad: Click on Search Icon and search for a contract.
3. In the results area right click on the contract and choose 'Renew'.
