How To Update The Setup of Profile Option "Service: Default Operating Unit" To Prevent Users Updating It (Doc ID 1338806.1)

The profile Option CS_SR_ORG_ID from View -> Preferences->Profiles-> Service Default Operating Unit, is user updateable (the operating unit). However when using FND_PROFILE.SAVE API or Creating a personalization Bulit IN -> Set Profile Value in Cache it doesn't work. Why is this?
