Error: "Repair Order Creation failed due to error in API Invalid Repair Order ID."

When attempting to add a second repair order line to an existing Repair Order, the following errors occur:
Invalid Repair Order ID. Passed value already exists in the Database.
The issue can be reproduced at will with the following steps:
1. Create a Repair Order where the item is not listed in the price list.
Note the resulting error:
ORA-01403: No data found.
FRM-40735 ON-INSERT trigger raised unhandled exception ORA-01086
But a repair number will still be generated.
3. When creating the second repair order line, the new error message will appear when saved.
4. The second line cannot be saved and a repair number is NOT generated.
5. But if the form is closed and then re-opened, the repair order line can then be saved, and a new repair number is generated.
