Symptoms
Using a custom responsibility associated with a custom application, when clicking on the list of values for the field 'Operating Unit', the following error occurs.
ERROR

FRM-41830: List of Values contains no entries
However when querying existing (upgraded) data, an Operating Unit is shown
Affected forms are:
Setup System Options, ARXSYSPA
Setup Transaction Sources, RAXSUMSC
Setup Transaction Types, RAXSUCTT
Setup Receipt Sources, ARXSUMSC
Setup Receivables Activities, ARXSUMRT
