FNDLOAD Upload Does Not Upload All The Forms Personalization

Symptoms
On Oracle Applications release 12.1.3, using Form Personalizations:
Actual Behavior
When uploading Forms Personalization using FNDLOAD UPLOAD some Personalization items with lots of Action Items do not get imported
Expected Behavior
Expect FNDLOAD to upload all Personalization along with each Action Items belonging to individual Personalization items.
The issue can be reproduced at will with the following steps:
1. Use FNDLOAD to UPLOAD Forms Personalizations.
2. Not all rules or functions are uploaded.
The issue has the following business impact:
Due to this issue, users will have to carry forms Personalization manually, which is a very expensive exercise.
