Symptoms

MassAllocation formula defined in USD and used on another ledger that does not have USD functional currency, does not create a journal (error D).

EXPECTED BEHAVIOR
-----------------------
Expect the currency of the ledger specified at runtime to override the currency defined in the formula.   This worked in 11i.
If the MassAllocation is run for a ledger that does have USD functional currency, the journal is generated.  It is expected the currency in the formula will be overridden by the Ledger's currency at generation time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define a MassAllocation formula with USD currency
2. Generate the MassAllocation, specifying a ledger that has a functional currency other than USD
3. No journal is created.
