Close Discrete Jobs (WICDCL) Program Fails with "Number of jobs failed in Delivered Quantity" or "Quantity delivered less than Quantity received" (Doc ID 1342054.1)

Symptoms

When attempting to close jobs (discrete, lot based or work orders) via Close Discrete Job program (WICDCL), the following error occurs (observed in the WICDCL log file)

Number of jobs failed in Delivered Quantity: 1
Job ends in status Failed Closed.

Quantity delivered less than Quantity received
Number of jobs failed in Delivered Quantity : 1

In the FND logs you can observe

wip.plsql.wip_jobclose_priv.check_delivery_qty 1 Session 982892: p_group_id: 769259
fnd.plsql.FND_FILE.PUT_LINE 3 Quantity delivered less than Quantity received
fnd.plsql.FND_FILE.PUT_LINE 3 Number of jobs failed in Delivered Quantity : 1
wip.plsql.wip_jobclose_priv.check_delivery_qty 1 Session 982892: [end wip_close_priv.check_delivery_qty]
wip.plsql.wip_jobclose_priv.check_delivery_qty 1 Session 982892: return status: E
wip.plsql.wip_jobclose_priv.check_delivery_qty 1 Session 982892: info: procedure normal exit
wip.plsql.wip_jobclose_priv.wip_close 1 Session 982892: CHECK_DELIVERY_QTY procedure failed
fnd.plsql.FND_FILE.PUT_LINE 3 Exception has occured

 
Steps:
1. WIP: Discrete: Close Jobs SRs
2. Find the job in question
3. One job fails close
