Why Is Incident Date In Html Different From Incident Time In Form ? (Doc ID 1343435.1)

Incident Date in HTML is different from Incident Time in form. Incident Date is always based on client timezone, but Incident Time is based on customer timezone if customer timezone is not blank.

It is based on client timezone only customer timezone is blank in form. Why?
