On : 12.1.3 version, Transaction Control
When attempting to apply a hold at sales order header on a booked sales order, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench -> Order Organizer -> Query the Booked Sales Order and Apply Hold
3. The following error occurs:
Hold on Workflow activity Book Order is not applicable to this record
