Dead Lock Error Occurs When Cancelling a Purchase Order Through Cancel API

By using PO_Document_Control_PUB customer is trying to cancel the PO line, but not happening.
Dead lock error occurs when cancelling a Purchase Order through cancel API.

Customer should be able to cancel PO by using cancel PO API.

The issue can be reproduced at will with the following steps:
1. Log in to purchasing responsibility.
2. Create PO and approve it.
3.Use API to cancel, it is not allowing to cancel.
