Create and Update Encumbrance Lines Process Gives Inconsistent Results (Doc ID 1344564.1)

Symptoms

Recently, we noticed that our outstanding encumbrances were not accurate for our Monthly payroll. It appears that most of our salary encumbrances were liquidated during regular monthly processing on 28-FEB-2011. During later runs of the CUEL process, some of those encumbrances were re-created and some were liquidated again. There was no apparent reason for the inconsistent liquidation and recreation.

We use a fast formula to calculate these encumbrance amounts. The log files of the CUEL Payroll Worker Processes indicated that the correct element IDs were being passed to the CREATE_LINES procedure. However, the DETERMINE_ENC_AMOUNT procedure was not passing the salary element ID to the fast formula program.
