Symptoms
On 12.1.1,
When attempting to implement ECO after launch mass change bills see that concurrent request Automatic Engineering Change Order Implementation (ENCACN) ends in warning and see that ECO fails to get implemented and remain open.
The error observed in the log below

The issue can be reproduced at will with the following steps:
1. Engineering responsibility -> ECO -> Query eco -> Tools -> Implement
2. Automatic Engineering Change Order Implementation terminated in warning
