Goal

When processing receiving transactions using ROI the transactions are erroring out with the following error:

RCV_SHIP_QTY_OVER_TOLERANCE

The Receiving Options Over-receipt tolerance is set to WARNING and it should not impact and cause the transaction to fail. Why are the transactions failing when it should be Warning?
