Change Strategy Button is Disabled for Party of Type "Person" but is Enabled for Type "Organization" (Doc ID 1345326.1)

Symptoms

In Collections IEXRCALL form, while trying to change the Strategy for a Strategy attached to a Customer of type Person, the Change Strategy button is disabled. However, the same button is enabled when the Party is of type Organization. The Strategy in question has the Change Strategy Flag enabled and also there exists another strategy which is in the same tolerance level. 

Users expect that the Change Strategy button be enabled for both Customers of type Organization and Person.

STEPS

The issue can be reproduced at will with the following steps:
1. Go to Collections form
2. Query a customer of type Person
3. Navigate to Strategy Type.
4. See that the Change Strategy button is disabled, even though the Scores are within tolerance.
