Symptoms

When attempting to view an employee's Tax screens, the following error occurs.


APP-PAY-72835: An error has occurred while retrieving Income Tax Rules set up at the GRE Level, for this assignment



Steps to Reproduce:
The issue can be reproduced at will with the following steps:


An employee's payroll calculation was withholding a tax that needed to be exempt.

Navigate to the employee's city tax rules screen, an error occurs 'APP-PAY-72835: An error has occurred while retrieving income tax rules set up at the GRE Level for this assignment'.

Tax screen will then open, but the employee's tax record is no longer part of the setup..

It doesn't exist. While exploring the percentage table from the Federal tax rules window, changes being made caused % to accumulate for some unknown reason, FIT is now up to 600% and there is still not a city percentage.

The city tax in question is also not displayed on the SOE, but calculations for total tax withheld do not add up.
