R12 HTTP Server 10.1.3 Upgrade Receives Error OPMN Is Failing To Start When Applying Patch 8626084 (Doc ID 1346423.1)

Symptoms

 Following "Upgrading to the Latest OracleAS 10g 10.1.3.x Patch Set in Oracle E-Business Suite Release 12 (<Document 454811.1>)":

1. Performed the following steps for the IAS_ORACLE_HOME 10.1.3:

a. unzip the patch 8626084
b. cd ./Disk1
c. ./runInstaller -invPtrLoc $IAS_ORACLE_HOME/oraInst.loc


2. Receive the following error on installer screen with pop up:

Warning
OPMN is failing to start. OPMN must be started in order to correctly install and configure the patchset. Please start OPMN manually in order to continue with the patchset installation.
