HZ_CUST_ACCOUNT_SITE_V2PUB.UPDATE_CUST_ACCT_SITE API Error: Update Territory_Id using TCA API errors with 'No Customer Account Site Was Found For Id xxxx'

Information in this document applies to any platform.
In R12.0.3, run the TCA API procedure HZ_CUST_ACCOUNT_SITE_V2PUB.UPDATE_CUST_ACCT_SITE to update territory_id for an existing customer and the following error is received:
No customer account site was found for ID xxxx.
It was verified that the ID exists and is active in table HZ_CUST_ACCT_SITES_ALL.
There is no issue when updating the Territory field manually for the IDs in question via the Customers form.
