Transaction Form Error: Transaction was Saved Without Location and Now Cannot Be Queried (Doc ID 1346953.1)

Transaction can be saved even when mandatory field Location is not populated with value. This situation arises when the customer used for the transaction does not have a defined Primary Bill To Site Use. This case also appears to apply to data upgraded from Release 11.5 because it is not possible to create a Customer without Primary Bill To Site Use in release 12.

Steps to Reproduce:
Responsibility: Receivables User
Navigation: Transactions > Transactions
  1. Enter transaction without populating the mandatory field of location and address.
  2. Transaction can be saved but cannot be queried by the transaction number. You may get the errors:

    FRM-40301: Query caused no records to be retrieved.
    FRM-40350: Query caused no records to be retrieved.

  3. When query in database table RA_CUSTOMER_TRX_ALL, records exist.
