Goal

When using Item rule for assigning User-Defined Attribute (UDA) value, it is not fired when UDA is updated by
API:EGO_ITEM_PUB.PROCESS_USER_ATTRS_FOR_ITEM.

- Item rule is fired when UDA is updated on the screen.
- Both "Assignment Type" rule and "Validation Type" rule are not fired by API.
