On :  12.1.3 version, Item Usage

ACTUAL BEHAVIOR  
---------------
When opening the ordered item LOV on a Sales Order line only items that have a
cross reference set-up are displayed.

EXPECTED BEHAVIOR
-----------------------
To be able to see all internal items available for selection from the LOV

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to the lines tab on the Sales Order Form
2. select the ordered item LOV
