Why is a user unable to see the IBE_BUSINESS_USER_ROLE via the CRM HTLM Administration responsibility ?

CRM HTML Administration > Security > Access Controls > Roles

Currently the user is able to see only the JTF APPROVER and JTF SYSTEM ADMIN ROLE.
