When attempting to view a report on the View Execution Results form,
the following error occurs.

Preference Hierarchy Values
not a valid month

The issue can be reproduced at will with the following steps:
1. Application Diagnostics Responsibility
2. Navigate to Diagnose link
3. On the Diagnose Tests formHit the Select Application button
4. Search by: Application Short Name: %HXT%
5. Check the Select box
6. Hit the Select button
7. Click on the Setup (+)
8. Select the Person box to the left
9. Hit the Execute button
10. Request Name: DiagnosticTestForOracle_06022011
11. Responsibility ID: 50460
12. Business Group ID: 81
13. Employee Number: 3881
14. Press the Submit button
15. Page: View Execution Results DiagnosticTestForOracle_06022011
16. Hit the Refresh button
17. Click the icon under View Report to view it.
18. Receive error
