Need to turn on FND Debugging but the system profiles are missing

Attempted search for system profile using "FND: Debug Log%" but no results.

Expect to find:
FND: Debug Log Enabled
FND: Debug Log filename for Middle Tier
FND: Debug Log Level
FND: Debug Log mode
FND: Debug Log Module


Recently upgraded from 11i to 12.1.1 to 12.1.3
