Goal

The PA Budget Approval Workflow (PABUDWF) is stuck with a status of "In Progress". The budget was rejected or terminated and a notification was sent to the original creator of the budget. The original creator of the budget is not able to modify the budget for re-submission due to the status. How can the status be returned to "Working" so that the budget may be resubmitted for approval?
