Customer Form, Address Issue: County Information is not Displayed on Customer Page

Information in this document applies to any platform.
After creating an address for a customer, with the following elements:
- Address Line 1
- Postal Code
When the customer is re-queried, the address does not display the County information.
Note: County "ORANGE" is not displayed on the page
