Symptoms
Following upgrade from 12.0.6 to 12.1.3, Shipment Transit Times form shows region in French language despite user logging onto application in the English language.
STEPS TO REPRODUCE
-----------------------------
The issue can be reproduced at will with the following steps:
1) Logon into Oracle using Oracle order management superuser responsibility in English Language
2) Setup > Freight Carriers > Shipment Transit Time
3) Query a destination type of Region.
4) Regions are showing in the Region's native language (for example, in French)
