Cannot Select A Different Purpose When Selecting Phone Numbers for Customer Contact at Account Site (Doc ID 1351828.1)

In 11.5.9 instance, users were able to create a customer Communication Phone Number and select from a Purpose from the list of values (LOV).

After the upgrade to 12.1.3, the LOV for phone communication is no longer available and it only creates the phone communication purpose as 'Business'.

-Receivables Manager, N: Customers : Customers
-Query a customer
-Click on the customer name
-In Customer Information page, select Communication tab
-Under Phone Numbers, click Go button to enter a phone number
-Enter a telephone number for the contact and Save. Note that the Purpose field is not visible.
-Once the telephone is created, the Purpose field is always populated with 'Business' .

The question is: Is this new in 12.1.3? where we can no longer update the Business Purpose? Is there a workaround?
