Goal

What is the range of values for the Receiving Quantity Tolerance and how are these values set and their order of precedence?
Also for example, if it is desired to allow a greater tolerance (say 110%) for items that are on a spool and purchased by the foot, how can this be done to give us more flexibility in the Receiving Quantity Tolerance when receiving?
How are these values defaulted and what is the order of precedence?
