Get APP-FND-01048 When Trying to Reserve Inventory to a Sales Order

Symptoms
When using the Supply tab of the item reservation window upon save, receive the following error:

oe_transactions_types_tl otl, oe_order_headers_all oeh,
oe_order_lines_all oel where
....
....
STEPS

The issue can be reproduced at will with the following steps:
1. The Item Reservation window of the sales order form:
In the sales order form customer are trying to reserve inventory by navigating to the second order line
2. then selecting Tools>Scheduling>reservation details, then selecting the Supply tab.
3. Scroll to enter subinventory in the subinventory field, then enter a quantity
4. When trying to Save the record get the error
