On : 12.1.3 version,
When attempting to delete requirements get unexpected error with NullPointerException at AuctionAttributesVORowImpl

STEPS

The issue can be reproduced at will with the following steps:
1. Create Two Stage RFQ with requirements
2. Choose Actions 'Manage Requirements'
3. Click on Add Section and add new requirement for commercial RFQ Stage
4. Click on Apply and Add Requirement
5. Enter details and click on Apply
6. Try to delete a requirement or section
7. Get error:
You have encountered an unexpected error. Please contact the System Administrator for assistance.
