Document Of Record For Ex-Employee Fails With Ora-01403: No Data Found (Doc ID 1356571.1)

Symptoms

Problem Statement:

When attempting to edit the document of record for the ex-employee, following error fire.

Exception Details. oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-01403: no data found
ORA-06512: at line 1

at oracle.apps.fnd.framework.OAException.wrapperInvocationTargetException(OAException.java:996)
at oracle.apps.fnd.framework.server.OAUtility.invokeMethod(OAUtility.java:211)
at oracle.apps.fnd.framework.server.OAApplicationModuleImpl.invokeMethod(OAApplicationModuleImpl.java:719)
at oracle.apps.per.dor.webui.DocsOfRecordForPersonCO.processFormRequest(DocsOfRecordForPersonCO.java:252)

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Create document of record for the employee.
2. Terminate the employee.
3. Date track to the time the person is ex-employee.
4. Query the ex-employee and open the document of record.
5. Click on the update pencil and error fire.
