R12: PO: Funds Check Error 'PSA_BC_XLA_PUB.Budgetary_Control Returns an Error' for Purchase Orders with Multiple distributions (Doc ID 1356590.1)

Symptoms

When attempting to Check Funds in document level for PO with multiple lines, the message "Your Budgetary Control action completed with exceptions" is displayed , on click view results the following error is displayed.

Procedure PSA_BC_XLA_PUB.Budgetary_Control returns an error without any details to the calling procedure PO_ENCUMBRANCE_POSTPROCESSING.execute_gl_call. Please contact your support representative.


STEPS TO REPRODUCE
----------------------------------
The issue can be reproduced at will with the following steps:
1. Create PO with two lines in encumbrance enabled OU
2. Select the line 1 and check funds - completed successfully
3. Select the line 2 and check funds - completed successfully
4. Check funds at document level , completed with exceptions.

In FND debug log, error similar to the following is observed:

"-: XLA-95103: An internal error occurred.  Please inform your system administrator or support representative that:

An internal error has occurred in the program xla_accounting_pkg.events_processor.  ORA-01001: invalid cursor
ORA-06512: at ""APPS.XLA_ACCOUNTING_CACHE_PKG"", line 1224
ORA-01403: no data found."
"An internal error occurred.  Please inform your system administrator or support representative that:

An internal error has occurred in the program xla_accounting_pkg.events_processor.  ORA-01001: invalid cursor
ORA-06512: at ""APPS.XLA_ACCOUNTING_CACHE_PKG"", line 1224
ORA-01403: no data found."
ROLLBACK issued in the procedure accounting_program_events
