Service Contract Usage Fields are Disabled on Some Contracts

On 12.1.3 version, Service Authoring
For usage lines in some contracts the subline cannot be updated. The subline is grayed out.
Also the QA check shows an error.
FRM-47023: No such parameter named OKSAUDET_TO_OKSBTMPL exists in form OKSAUDET
You may also see this error: FRM-41051: You cannot create records here.
The issue can be reproduced at will with the following steps:
1. Open an existing service contract which is in Active status which has a Usage line and subline.
2. Open for update
3. Go to Active sublines - information in the sublines cannot be edited.
4. Actions => Check QA
5. Get form error displayed
