On : 11.5.9 version, Financial Statement Generator

ACTUAL BEHAVIOR

The FSG output files show English after set ICX: Language to Simple Chinese

EXPECTED BEHAVIOR
-----------------------
The FSG shows ZHS

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate:Reports : Request: Financial
2. Submit it and check the report which is in English not ZHS

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get the FSG report in ZHS after set the profile.
