Attempting to run Diagnostics for Depot Repair - an Operating Unit is required to be selected for the test, but the LOV shows 'No Data Exists' in the LOV for operating unit

Navigation Path:
Application Diagnostic Responsibility
Select Application CSD
Setup => Charges => Execute
Select Responsibility ID
Select Operating unit ID => the LOV is empty
