Incorrect End_date Assigned When Calling API "cn_srp_paygroup_pub.assign_salesreps" (Doc ID 1358400.1)

Symptoms

Calling the API "cn_srp_paygroup_pub.assign_salesreps()" to create pay group assignments.

This API takes the salesrep pay group information as the input record type. "assignment_end_date" is one of the fields in this record. It is assigned the value : to_date('12/31/4712','MM/DD/YYYY')

After the API is executed, in the pay group assignments, we are seeing the end_date as 12/31/2012 instead of 12/31/4712.
