IT Legislation: IBAN Accounts are not Validated on Updates (Doc ID 1358440.1)

Symptoms

Find that when entering IBAN account while updating Pay Method for any employee in Italy legislation, the IBAN account is not validated even though seeded cross validation is enabled. The user is able to update IBAN account segment with any value and system is not throwing any error.

EXPECTED BEHAVIOR

Expect an error to be thrown if the account is not valid.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

In Self Service:

1. Responsibility: Employee Self-Service
2. Navigation: Manage Payroll Payments.
3. Click on Update icon for employee payment.
4. Update IBAN account.
5. Incorrect IBAN is saved without validation.

In Core HR:

1. Responsibility: IT HRMS Manager.
2. Navigation: People - Assignment - Pay Method.
3. Update IBAN account.
4. Incorrect IBAN is saved without validation.

WHAT IS WORKING

IBAN validation works fine when a new bank details record is created.

The issue has the following business impact:
Due to this issue, IBAN validation is not working when an account is updated and therefore an incorrect account can be updated.
