Unable To Close Lot Based Jobs With Status Pending Close

Symptoms
There are Lot Based Jobs Stuck with Status as 'Pending Close' and 'Failed Close'.
When trying to close these Jobs, the following error message occurs:
APP-WIP-25190 1 of 1 records failed. You are not allowed to close jobs with these statuses.
When trying to unclose such jobs, the following error message occurs:
APP-WIP-25192 1 of 1 record failed. You are not allowed to Unclose this job. You can unclose jobs that are closed in current accounting Periods that are still open.
Steps to reproduce:
1. [R] Shop Floor Manager
2. [N] Lot Transactions > Close Lot Based Jobs > Close Lot Based Jobs (Form) or Close Lot Based Jobs (SRS)
3. Query/Select the job to be closed.
4. For the form, menu > tools > Close or Unclose Lot Based Job action
For the SRS, sumbit the request.
