Specific User Not Able To See Transaction Level Records From Receiving Transactions Summary RCVRCVRC APP-PO-14094 (Doc ID 1359241.1)

Symptoms

When attempting to see transaction level records from Receiving Transaction Summary window the following error occurs:

Error

APP-PO-14094: No records meet your search criteria


The issue only exists when connected as specific purchasing agent USERA
When connected as other username all the transactions are correctly displayed.

Steps 
The issue can be reproduced at will with the following steps:
Purchasing Responsibility
Receiving / Receiving Transaction Summary 
On Find Receiving Transactions  form
Enter for Search criteria
Source Type = All
Transaction Details tab
Transaction Dates 01-SEP-2011 00:00        - 12-SEP-2011 00:00
Select Transactions (in Results block) 
Click on Find
