Workflow Business Event "" Is Not Firing Even if it is Enabled (Doc ID 1359288.1)

The business event "" is enabled but when the contact is created in Customers Online, it is not firing form workflow.

Steps to reproduce:

Step 1: Select "Workflow Administrator" responsibility
Step 2: Configure and enable "" business event
Step 3: Select "Customer Online Responsibility"
Step 4: Select an existing customer
Step 5: Select "Contact Points" from left side
Step 6: Create a new contact Point (Phone/Fax)
Step 7: The business event "" is not fired.  (There is no record in the queue outbound table)
